Calculating rates
Council rates are levied annually on each rateable allotment within the council area. On or before 30 June each year, Council declares rates for the financial year and payment due dates.
For the financial year 2022/23 Council has declared the following rates based on zoning under the NT Planning Scheme:
Rating zone | Rate on UCV | Min. rate | |
---|---|---|---|
R, RR (excluding RR in the suburb of Marlow Lagoon), LR, LMR, MR, HR, CL, FD, PS, SP8, SP9 (<10,000m2), SP9 (>20,000m2), SP10 and SP11 | 0.6296554% | $1,287 | |
RR in the Suburb of Marlow Lagoon | 0.5172834% | $1,287 | |
GI and LI | 0.5048840% | $1,287 | |
All other zoning | 0.7574438% | $1,287 |
For a definition of the above zones, please refer to the NT Planning Scheme’s index of zones available here.
The waste service charge for the financial year 2022/23 remains at $480. The waste service charge is calculated on the basis of service delivery costs for providing collection and disposal services to residents.

Overdue rates
In accordance to Section 245 Local Government Act Council charges interest on rates not paid by the due date. Interest is charged at 8% per annum calculated on a daily basis.
Early payment
Pursuant to Section 243 of the Local Government Act, Council has determined that a cash incentive be provided to encourage the prompt payment of rates and charges for the financial year.
The monetary incentive shall be offered through the conduct of a draw to be known as the ‘Early Bird Draw’ whereby the City of Palmerston will provide $1,500 cash prize to two successful ratepayers.
To be eligible to enter the ‘Early Bird Draw’, City of Palmerston Property Owners must pay their rates in full (including any arrears, fines, waste charges and any other charges) by the first instalment due date, Friday 30 September 2022.
Only “ratepayers” who are natural persons, business owners or sporting groups are entitled to participate in the ‘Early Bird Draw’ - Government institutions are specifically excluded.
