The Zuccoli Community Hub aims to provide an integrated multi-purpose precinct to meet the open space, recreation and community needs for the rapidly growing Zuccoli and wider City of Palmerston communities.
The Zuccoli Community Hub development will support not only the 10,000 residents in the immediate area of the space, but also the other 30,000-plus residents of Palmerston.
Council undertook a Masterplan process for the site in 2021, which included community consultation before its finalisation in 2022. The Masterplan provides an overview of all elements to be included on site. As the project will cost in the order of $30 million to complete, it’s been staged to allow for progressive development as funding becomes available. Council is actively seeking grant funding to support this project coming to life.
- Stage 1 - Dog park & Public toilet (complete and open to the public!)

- Exercise area, including outdoor gym and multi-sport court

Stage One: Off-leash Zuccoli Dog Park now open to public!
This exciting dog park includes two areas for both quiet and active dogs. Both areas include shaded seating, water play, sensory elements and sand pits.
An accessible public toilet was also completed in this stage, along with a temporary carpark and pathway with lighting to provide easy access.
The total cost of this stage of the project was approximately $1.5 million.
Stage Two: Recreation Elements
Stage Two includes exciting new recreation features for everyone to enjoy, such as a pump track, skate park, multi-purpose court, walking trail, exercise equipment and BBQ facilities.

Part of the walking trail and pathways have been constructed, providing improved access into and through the space.
Civil earthworks are now complete and the pump track render is currently advertised. Areas for the future elements such as the court and skate park will be grassed and able to be used as open space in the interim.
We undertook consultation on the pump track in 2024 that we’ve used to inform its design. Key things we heard and implemented were the track being designed by an experience pump track designer, ability for all skill-levels to use and enjoy, use of asphalt as the surface.

We’ll also share more about the skate park design and other elements as they’re finalised and funded for delivery.
The current project costs for the completed walking trail, civil earthworks and pump track are approximately $2.2 million.
To complete stage two, it’s estimated that a further $4 million will be required.
Stage Three: Community Facilities
Stage Three includes the construction of the remaining elements on the site and has not commenced at this time due to funding not currently being identified.
Stage three will include the construction of;
- Playground
- Community centre and library
- Multi-purpose covered entrance, events spaces, formal gardens
- Formal carpark
Planning to commence design activities of the buildings and remaining infrastructure is currently being planned.
It is anticipated that approximately $22 million is required to complete this stage of the project and finalise the delivery of this significant community asset in Zuccoli.

History
City of Palmerston was awarded a land grant from the Department of Infrastructure, Planning and Logistics (DIPL), for the purpose of community infrastructure in Zuccoli. The Crown Land is approximately 46.95 hectares, being part of Lots 12087, 4250and 4251 Town of Palmerston (20Tuckeroo Boulevard Zuccoli, 512 Stuart Highway Johnston and 575 Roystonea Avenue Zuccoli).
The proposed site is to construct a community hub and maintain the Mitchell Creek corridor for conservation and passive recreation purposes.
City of Palmerston further consulted with the community on its proposed concept design from Thursday 7 October to Friday 12 November 2021.
As of 14 December 2021, a report to council provided community consultation feedback. Community feedback was further considered, and where appropriate, incorporated into a final Masterplan draft, that was presented to Council via a report in February 2022 for consideration. Council endorsed proposed solutions.
The overall hub Masterplan has since received Ministerial approval.
Some preliminary clearing of the site will occur in preparation for the public tender. The tender for the dog park construction was live in April 2022 via our City of Palmerston tenders on Tenderlink. The Zuccoli Dog Park including public toilet was completed in 2023.
