Marlow Lagoon Recreation Area Masterplan Consultation

City of Palmerston are developing a masterplan to help guide the future development of the Marlow Lagoon Recreation Area to ensure it is a suitable community asset that supports the needs of Palmerston’s growing population.

A masterplan is a high level guiding framework that outlines the potential future use and development of an area and is developed by collecting the community and key stakeholder’s values, aspirations and ideas.

Masterplans are often presented in stages that can be adapted based on feedback to create a final development plan, which is what City of Palmerston plans to do for the Marlow Lagoon Recreation Area.

This is City of Palmerston’s first stage of consultation for the Marlow Lagoon Recreation Area masterplan. The masterplan will define the community’s aspirations and ideas and help guide long-term planning and development but will not commit to a detailed design for the area. There will be future community consultation opportunities before any final design for the area is endorsed. 

The masterplan will include the whole 25 hectares of the Marlow Lagoon Recreation Area and will include all existing facilities, equipment and natural features. City of Palmerston wants the community to join the conversation about the future use and development of the Marlow Lagoon Recreation Area. 

City of Palmerston is asking the community to join the conversation about the future use of the Marlow Lagoon Recreation Area and is open to broad suggestions and ideas for how the area can be developed into the future. At this stage of the master planning process, no idea is too big or too small for Council’s consideration.

No, at this stage of the masterplan consultation process City of Palmerston would like to understand community values and aspirations for the area and there are no right or wrong ideas for the future use and development of the area. 

Yes. City of Palmerston will engage directly with both groups as part of the master planning process and work alongside them to ensure any future development is informed by their input and considered collaboratively.

No, at the moment City of Palmerston has not secured funding to deliver the outcome of the masterplan.  The masterplan will be used as an important advocacy document allowing council to quickly act on Commonwealth and Northern Territory Government funding opportunities if they arise.

The development of the masterplan will not impact your rates. The future development of the Marlow Lagoon Recreation Area is not currently funded and the masterplan will allow council to quickly act on commonwealth and Northern Territory Government funding opportunities.

Consultation is open for 4 weeks from 13 July to 7 August 2026 and there are a number of ways the community can provide ideas and feedback such as: 

• Completing an online survey 
  • Providing feedback in person at a community pop up event

The feedback collected during consultation will be provided to City of Palmerston in an independent report which will support the development of a high-level masterplan to guide the future development or the Marlow Lagoon Recreation Area.

The masterplan is a community-driven vision for Marlow Lagoon Recreation Area that will guide future planning based on community ideas and feedback, Council priorities, other projects and available funding. Detailed designs will be considered at a later stage, and there is currently no timeframe for when a design will be available for further public comment.
