As our city continues to grow, we want to ensure our approach to animal management supports a safe, responsible and pet-friendly community.

The draft Animal Management Plan 2026–2030 outlines how we will deliver animal management services over the next four years and strengthen outcomes for pets, pet owners and the broader community.

The Plan is built around four key priorities:

  • Responsible ownership – supporting pet owners through education, compliance and access to information and resources.
  • Education and engagement – building awareness of responsible pet ownership and animal welfare through campaigns, events and community programs.
  • Commitment and capability – ensuring our Rangers have the tools, training and resources to deliver high-quality animal management services.
  • Advocacy and partnerships – working with veterinarians, animal welfare organisations and government agencies to improve outcomes for animals and our community.

The Plan also includes actions to promote responsible pet ownership, encourage registration and microchipping, support animal welfare, strengthen community education and build partnerships that benefit pets and their owners.

This draft Plan builds on the extensive community engagement undertaken during the development of City of Palmerston’s (Animal Management) By-Laws 2024. As a result, this consultation is focused on the draft Plan and its proposed priorities and actions rather than the by-laws themselves.

Consultation is open from 17 June to 6 July 2026.

Your feedback will help us finalise the Animal Management Plan 2026–2030 before it is presented to Council for adoption.
