Council recognises the importance of laneways in the community to connect people and provide access to community facilities such as parks, shops, schools and sporting venues.

Project information

Council is trialling treatments in 11 laneways across three Palmerston suburbs to discourage the occurrence of anti-social behaviour.

The treatments being trialled in the laneways includes one of the following:

  • installing smart LED lighting to:
    • effectively illuminate the laneway to increase passive surveillance
    • discourage vandalism and anti-social behaviour
    • trial lighting levels and hours of lighting
  • temporarily closing laneways, with the hours of closure to be determined by a technical assessment and informed by the results of the public consultation.

Current status

Spatial mapping was used to identify the laneways most suitable for the trial based on a combination of lighting assessments, police reports, resident feedback and site inspections.

The 11 laneways selected for the trial and the treatment they will have applied are listed in the below suburbs:

Moulden
  • Manson Court to Bonson Terrace - Lighting upgrade
  • Bonson Terrace to Staghorn Court - Lighting upgrade
  • Staghorn Court to Gumnut Way - Lighting upgrade
  • Staghorn Court to Livistona Park - Lighting upgrade

Feedback

Council will be speaking to residents, neighbours, laneway users and nearby stakeholders to find out how they use the laneways before lighting is installed and temporary closures enacted.

Feedback closed on Monday 11 March 2019.

Feedback provided will help inform a review of Council’s laneway policy.

Next steps

Council anticipates treatments will be in place and effective by April 2019. Some of these treatments may be in place sooner.

After the treatments have been in place for at least two months, Council will undertake a second round of community consultation to determine the effectiveness of the treatment measures. If the treatments trialled are effective and supported, they may remain in place, however if they are not successful, they will be reviewed by Council.
